The foundation of the MFT&SRP is strong local unions. The Federation's locals are autonomous and retain control of decisions affecting their membership. The membership in a local elect their officers and executive committees or boards.
Members make their voices heard by electing delegates to the biennial convention held in odd numbered years. Delegates to the convention not only vote to elect officers, set state federation dues, enact policy and set goals they affect change by participating on a range of committees.
Every two years at convention the president, secretary-treasurer, and twenty vice-presidents are elected. These twenty-two electives along with two AFT vice-presidents compose the Administrative Board, meeting bi-monthly to direct MFT&SRP operations between conventions.
The president and the secretary treasurer, the two elected officials, along with one other appointed by the president, guide the day-to-day administration of the union.
