RESOLUTION #3
IN OPPOSITION TO THE STOP OVERSPENDING BALLOT PROPOSAL

Whereas, The Stop OverSpending (SOS) ballot proposal is misleading and misrepresented to Michigan voters; and

Whereas, SOS would limit growth in government spending to a strict formula of population plus inflation essentially leading to drastic cuts in education and other critical services depended upon by Michigan families; and

Whereas, SOS would hurt economic development by forcing lawmakers to cut services that are essential for a competitive business environment including education, healthcare, transportation and public safety; and

Whereas, The Taxpayer Bill of Rights (TABOR) proposal, another name for SOS, placed in Colorado's constitution in 1992 is a proven failure; and

Whereas, In Colorado:
  • K-12 spending as a share of personal income fell from 35th to 49th in the nation.
  • Teacher salaries declined from 30th to 50th in the nation.
  • Higher education funding per resident student dropped by 31 percent.
  • The state university system is in crisis. State funding for higher education has been slashed by 21% over the past four years.
  • The share of low-income children with health insurance fell to 50th in the nation and the number of children receiving their full vaccinations has gone from ranking 23rd in the nation to 48th in the nation.
  • The job growth rate lags behind neighboring states; and

Whereas, As a result of the devastating impact of TABOR, in November 2005, Colorado voters revised TABOR in order to minimize its negative results. NOW THEREFORE BE IT

RESOLVED: That AFT Michigan will continue to urge members and all registered voters not to sign SOS petitions and will continue to engage in and support efforts that oppose the SOS ballot proposal in every way; and BE IT FINALLY

RESOLVED: That AFT Michigan will incorporate these efforts into all aspects of its programming in order to educate membership and the general public as to the devastation that SOS will cause if adopted in Michigan's constitution.
